The full form of CSC stands for Common Service Centres. CSC was initiated in September 2006 by the Central Government of India. CSC aims to make available access of all government services to all the villages across India in digital form / physical form, even to remote places where computers/network are not easily available.
The CSC Scheme is implemented as 3 levels of framework. First level is the local CSC Village Level Entrepreneur (VLE - similar to a franchisee), to provide government services to the rural consumer in a cluster of 5-6 villages. Second level is the Service Centre Agency (SCA - similar to a franchiser) to build and manage the VLE network. Third level is the State Designated Agency (SDA), appointed by the state government, to facilitate implementation of the schemes within the State and to manage and support the SCAs.
Service Centre Agency (SCA) is the most important entity in the CSC framework. It will be supported by SDA in establishing the VLE network and implementing the CSC schemes in their areas of operations through these VLEs.
Village Level Entrepreneur (VLE) is responsible for the success of the CSC implementation. An ideal VLE will have sound financials, good entrepreneurial ability, strong social commitment as well as respect within the community.
Through a collaborative framework, the objective of CSC is to integrate the twin goals of profit-making and social services, into a sustainable business model for achieving rapid socio-economic change.
