The Ministry of Labour and Employment introduced the e-Shram portal, which aims to establish a National Database of Unorganised Workers (NDUW) linked with AADHAAR. This database is the first of its kind and encompasses various categories of unorganised labour workers, including migrant workers, construction workers, gig workers, platform workers, and more. The implementation of this portal is expected to greatly enhance the effective delivery of welfare schemes to millions of unorganised labour workers, ensuring their well-being and support.

Social security pension welfare schemes offered by e-Shram

  • Pradhan Mantri Shram Yogi Maan-Dhan Yojana (PMSYM) is a voluntary and contributory pension scheme that offers monthly benefits to eligible individuals. The monthly contribution varies from ₹55 to ₹200, depending on the beneficiary's entry age. Under this scheme, the beneficiary pays 50% of the monthly contribution, while the Central Government provides an equal matching contribution. Eligibility criteria include being an Indian citizen, working in an unorganised sector, aged between 18 and 40 years, and having a monthly income below ₹15,000 without being a member of EPFO/ESIC/NPS. The scheme provides various benefits, such as a minimum monthly pension of ₹3,000 after reaching 60 years of age. In case of the beneficiary's death, the spouse is eligible for 50% of the monthly pension. If both spouses join the scheme, they can collectively receive a monthly pension of ₹6,000.
  • The National Pension Scheme for Traders and Self-employed Persons (NPS) is another voluntary and contributory pension scheme. Similar to PMSYM, it requires monthly contributions ranging from ₹55 to ₹200, depending on the beneficiary's entry age. The Central Government matches the beneficiary's monthly contribution. Eligibility criteria include being an Indian citizen, owning small businesses, and having an annual turnover not exceeding ₹1.5 crore. The benefits include a minimum monthly assured pension of ₹3,000 after attaining 60 years of age.
  • Pradhan Mantri Jeevan Jyoti Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) are insurance schemes that provide coverage against death, disability, and partial disability. They require individuals to have AADHAAR-linked bank accounts and involve auto-debit of premiums. The benefits include a sum of ₹2 lakh in case of death and coverage for accidental disability or partial disability, with premiums of ₹436 and ₹20 per year, respectively.
  • The Atal Pension Yojana offers a pension ranging from ₹1,000 to ₹5,000 or an accumulated sum of the pension to beneficiaries and their spouses or nominees. It requires individuals to have AADHAAR-linked bank accounts and falls under the age range of 18 to 40 years.
  • The Public Distribution System (PDS) provides food grain entitlements to families below the poverty line, with different allocations for those above the poverty line and those engaged in casual labour.
  • Pradhan Mantri Awaas Yojana-Gramin (PMAYG) offers financial assistance for housing to eligible families engaged in casual labour without a member aged between 15 and 59 years.
  • The National Social Assistance Programme (NSAP) aims to provide financial assistance to individuals who have little or no regular means of subsistence. The amount of monthly pension varies based on the state's contribution.
  • Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (ABPMJAY) provides health coverage of ₹5 lakhs per family per year for secondary and tertiary care hospitalization.
  • The Health Insurance Scheme for Weavers (HIS) offers health coverage for weavers, and the Pradhan Mantri Kisan Mandhan Yojana (PMKMY) provides a monthly assured pension of ₹3,000 to small and marginal farmers.
  • The National Safai Karamcharis Finance and Development Corporation (NSKFDC) and Self Employment Scheme for Rehabilitation of Manual Scavengers provide financial assistance and skill training to Safai Karamcharis and manual scavengers and their dependents.

Employment schemes offered by e-Shram

  • MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) provides work opportunities to Indian citizens residing in rural areas. Eligible individuals above the age of 18 can apply for work, and they are guaranteed employment within 15 days, up to a maximum of 100 days per household per year.
  • Deen Dayal Upadhyay - Gramin Kaushalya Yojana (DDUGKY) offers skill training programs to Indian citizens between the ages of 15 and 35, with relaxed age limits for women and vulnerable groups. The aim is to provide skill development and employment opportunities, ensuring regular monthly wages or wages above the minimum level.
  • Garib Kalyan Rozgar Yojana provides employment opportunities for Indian citizens in various working areas identified by the government. The scheme guarantees 125 days of employment.
  • Deen Dayal Updhyaya Antyodaya Yojana (DAY) aims to enhance the skills and self-employment prospects of poor Indian citizens by providing financial support and assistance.
  • PM SVANidhi focuses on street vendors who possess a Certificate of Vending/Identity Card issued by Urban Local Bodies (ULBs). The scheme provides working capital loans up to ₹10,000, incentivizes regular repayment, and rewards digital transactions.
  • Pradhan Mantri Kaushal Vikas Yojana (PMKVY) targets Indian citizens between the ages of 18 and 45, particularly 12th class dropouts or 10th pass students. The scheme aims to create an ecosystem for informed career choices, provide skill training and certification support, and promote the participation of the private sector in sustainable skill centers.
  • Prime Minister Employment Generation Programme (PMEGP) offers financial assistance to individuals above 18 years of age for setting up new enterprises. The eligibility requirements include at least an eighth-grade education and specific project cost thresholds.
